Newly released body cam video shows Arkansans officers placing their knees and feet onto Black man who died in custody

The Conway Police Department released the body camera and security camera video on Wednesday regarding an incident where a suspect died while in police custody on February 4, 2020. In the videos, Conway police respond to the Harp’s store on East German Lane after getting a call about two suspects who removed a drone from its packaging.

Officers chased Morris through the store and would pin him to the ground as they attempted to put him in handcuffs. Morris was reportedly “actively refusing arrest” and “being combative” with officers according to CNN. Police tased Morris multiple times after they claim he reached for their was tased multiple times after officers say they saw him reach for a knife in his pocket, and suffered a head injury as an officer attempted to force his head against the floor. Another officer admitted to punching Morris as many as four times during the arrest.

“I’ll break your f—–g wrist,” one officer said at one point. The officers used their weight ontop of Morris to subdue him. Three officers each placed a foot on his back, leg, and buttocks.

The video shows Morris calling out for help, asking someone to call 911, and repeatedly saying, “I can’t breathe,” during the arrest.

At one point one officer can be heard responding, “If you can talk, you can breathe.”

Once Metropolitan Emergency Medical Services arrived Morris he was unconscious. He arrived at the hospital by ambulance, where he was pronounced dead.

The medical examiner said Morris died as a result of a combination of methamphetamine intoxication with exertion, struggle, and conducted electrical weapon deployment. Barb and stun gun sites were identified on his torso. Police claim the incident lasted for over six minutes, and that he was asked to comply approx. 40 times.

Police Chief William Tapley said “the level of drugs Mr. Morris had in his system and the strain he exerted while struggling with police” caused his death. Tapley said she does not believe the officers should face criminal charges.

Conway Mayor Bart Castleberry said he found some of the officers’ actions in the video “concerning.”
